A Vietnamese national convicted of attempting to murder a police officer remained free in the United States for over 15 years because his home country refused to accept him back. Immigration and Customs Enforcement agents arrested him in Houston on May 5, marking a significant shift in deportation policy under the Trump administration.

Criminal History Spans Nearly Five Decades

Dinh Quy Nguyen arrived in Honolulu in December 1977 and was convicted of attempted capital murder of a police officer and burglary on June 28, 1989. An immigration judge ordered his removal on December 30, 1997, which was affirmed by the Board of Immigration Appeals in May 1998. Despite these orders, Nguyen walked free after Vietnam refused repatriation in 2011. He spent over a decade classified as untouchable by immigration officials due to a previous agreement protecting Vietnamese citizens who arrived before July 12, 1995.

Policy Change Removes Diplomatic Protection

Acting Assistant Secretary Lauren Bis emphasized the arrest came during Police Week, stating ICE will remove criminals who victimized Americans under President Trump and Secretary Mullin. The Department of Homeland Security described the enforcement as part of a broader initiative ensuring heinous criminals can no longer remain in the country due to diplomatic technicalities. Recent policy changes specifically target foreign nationals with criminal convictions who were previously protected from deportation.

What Happens Next

Nguyen is currently held at the Montgomery Processing Center in Conroe, Texas, awaiting removal to Vietnam. The case represents one of the first successful deportations of a previously protected Vietnamese criminal under the new enforcement policies. Officials say the renewed effort aims to eliminate situations where dangerous individuals remain in American communities because foreign governments refuse to accept their citizens back.

    • There is no way that a country can refuse the return of one of their citizens! All that is required is a flyby and a foot. Their citizen is returned.

  1. If the country of origin won’t take them back then send them to Guatanamo indefinitely.

  2. The US should NOT accept immigrants from countries, who refuse to take them back, if/when they commit a crime in the US. Greg’s suggestion too seems good to me. Send them to Guantanamo Bay. And let them cook their own food.

  3. The more of the immigrants come over here the more it will cost us, the hard working US citizens to take care of them. Who pays the bill for their food, lodging, up keep, phones, & etc. WE THE PEOPLE. You notice those last 3 words. I think I have herd that some where before. All they wont to do is get over here live off of us, rape, murder, assault people, distribute drugs, & tear down this country that so many Americans have fought & died to give us the citizens of the United States of America the freedom we enjoy today.
