If by “Participation Medals” they mean Service Medals, then there is no problem here! Harry spent time in Afghanistan and was reputedly involved in some hostilities with the local bad guys, so his Service Medals are earned and may be worn on formal occasions. The only problem comes with wearing medals (service or personal decorations) to which you are NOT entitled.
